On 12 April 1946 under the provisions of the Child Welfare Act, Yasmar was established as a Shelter for the reception and temporary detention and maintenance of children or young persons. Over time the site had a range of purposes and functions being known as Yasmar Child Welfare Home and Yasmar Shelter before becoming Yasmar Juvenile Justice Centre in 1994.
